‘State of the Child’: FIRST 5 Mendocino celeberates 20th anniversary
On Nov. 2, FIRST 5 Mendocino held an informative breakfast, the “State of the Child,” to celebrate the 20th anniversary of the passage of Proposition 10, the California Children and Families Act. In 1998, California voters approved Proposition 10 to add a 50-cent tax on tobacco products to create a revenue stream for children, thus creating First 5 commissions statewide.
Roseanne Ibarra, executive director for FIRST 5 Mendocino, kicked off the “State of the Child” by explaining why the focus of the first five years of life is important, and how 90 percent of a child’s brain development occurs before the age of 5.
